  • 1 tsp pepper
  • ½ tsp Italian seasoning
  • 1 tsp garlic powder
  • 1(15 oz) can tomato sauce, divided
  • 2 cups shredded mozzarella or cheddar cheese, divided
  • ½ cup water
  • dried parsley, for garnish (optional)
